    Primarily:
One of the main reasons consumers may switch from a liquid shampoo to a solid soap bar is it lasts significantly longer in proportion to its size, often as long as their usual bottle of liquid shampoo, and is therefore much more economical. This is because it is almost entirely surfactant, which means a little goes along way. By bulking it up you are going to dramatically reduce its life span, and you may also be reducing foam which will make the consumer use even more product per wash. The product would not be bought twice, and could possibly receive negative reviews preventing new customers from buying.

    Other potential problems:
     - Corn starch is not water-soluble, so will likely leave a powdery residue on the hair
     - A powder may interfere with foam stability as it will pop bubbles as they try to form, much like how certain antifoams function
     - A dry powder will act as a lubricant and prevent the soap bar holding together in one piece - this is a similar consideration pharmaceutical formulators have to take into account when pressing tablets
     - Corn starch is an ideal food for bacteria, additionally a soap bar is going to be wet and kept in a warm and damp room; I’m not sure you’d be able to add enough preservative to prevent growth without causing irritation to the consumer (and exceeding regulatory limits) or changing the function of the product entirely

Sorry that was so long, but part of formulation is considering how raw materials might benefit the formula you want to add them to. By all means, try and make a small scale batch - I would be interested to see how many of my predictions are accurate.

You can use Stearic Acid and/or Myristic Acid to increase bulk in a cheap way without affecting foaming or cleansing.

That’s a terrible shampoo bar formulation which will be impossible to press. I have made syndet bars(not for hair) using around 30 % of various waxes (mainly stearic acid) and the foam was excellent using a combination of SCI/SCS/CAPB or SCI/SLSa/CAPB.
