  BTMS at 1% emulsion separating into two layers with different viscosity

  This is the basic formula 
  1% BTMS
  3% carrier oil
  3% glycerine
  92% water
  1% euxyl pe 

  This formula gives me the right consistency, however it seems to be separating into two layers. One layer is thin and the top layer is slightly creamier. I don’t know what this means

  I’m trying to formulate a thin conditioner. BTMS at 2% gives me a thicker consistency.
