    this is the body milk formulation. I was told that the viscosity is 9000cp. I heated both phase A and B separate and mix them at temperature around 75°C. But the end product is watery and viscosity is around 2000cp.

    Is there anything wrong with the formulation? Or any steps that I had missed out?

    silly question, but did you adjust the pH to 5.5 - 6.5?

    I would assume that you would want a body “milk” to have a low viscosity.
    Fragrance can have a big impact on viscosity. Are you using the same fragrance as the sample with the higher viscosity?

    You’d need to wait maybe for it to cool to room temp, some need to be tested after 48 hours

    pH adjusted.
    The base is cooled after 48hours. 
    Fragrance not added yet. It is supposed to be low viscosity before adding fragrance. Is it possible?

    The formula does not look well balanced to me, and also, lacks a stabiliser.

    In my opinion the ratio surfactant/oil phase is very
    high. Not enough dispersed phase to expect the emulsion to be viscous. You
    could add some polymer to increase the viscosity.

    The most commonly used stabiliser is xantham. I personally prefer either siligel or carbomer.
