  Aerosol shaving foam

  Hello All
  I am facing problems with Aerosol shaving foam that the foam that is formed after filling propellent is not hard enough The ingredients are as follows
  Stearic Acid
  Levelling agent 
  Cetyl Alcohol
  TEA
  Hostapur SAS 60
