Is there any difference in performance if we add chelating agents first in the water for shampoo vs if we add surfactant first and then chelating agent in shampoo?

I am purchasing SLES %70 and mix it with water at 1:1.8 to become %25 daily and store it at pH 12 for later use.
Is it better to add chelating agent in water in this stage or it is ok to add it during manufacturing Shampoo and there will be no difference in its effects?

I don’t think there would be a difference.
