  Help with my attempt to make an cream / ointment to calm irritated skin

  I am not so sure if this formulation will work. I do not have much access to W/O emulsifiers. I have the following but I feel like these are more suited for O/W emulsions: Cetearyl Alcohol, Cetyl Alchohol, PEG 40 HCO, Stearic Acid. Would the formulation below work?
