Emulsion cool down ..how to add 7% of essential oil

I have a specific issue . We are making an emulsion (hot process) using Polyaquol 2W at about 2.5%
We are using 4% mix of oils for hot phase (jojoba and Squalane) and we want to incorporate Sandalwood oil into it and unfortunately I cannot heat it over 40C, thus wanting to incorporate it at less then 40C.
Is it possible to incorporate that much essential oil in the cool down phase ? I am aware about cold process emulsifiers but so far I did not found one that I like the “feel” ( I do have some Polyaquol lw on the way to try)
