LEAVE IN CONDITIONER
I created my own leave-in conditioner and it is very penetrating. I made a large batch of about 3119 grams and of the 3119 grams 2546 grams is my water base. I like the consistency but is that too much water? Will I run into a problem with the FDA when I go through the approval process?

i don’t think there is a rule how much water you could add to a conditioner or any other product in the market. As long as you can provide the necessary data about Stability Microorganisams and Patch Tests you will probably not have a problem with that. Lots of Conditioners have a lot of water like yours so it is not a problem at least with my knowledge about the FDA Cosmetic registration process.

You would get better answers if you posted the Formula.
The FDA doesn’t really approve Cosmetics although the new Regulations, MOCRA will place specific responsibilities on the distributors, suppliers, and manufacturers.
