  Is 370ppm formaldehyde as formalin and 1ppm CMI MI preservative safe in baby shampoo and body wash?

  Is it safe to use 370ppm formaldehyde as formalin + 1ppm CMI MI as preservative in baby shampoo and body wash? 
  pH would be 5-6
