ECHA and Cosing
Dear friends,
I was checking for info about D5 due to a possible ban in cosmetics. I found that there is a restriction considered in ECHA (REACH), which started in 2020:
1. Shall not be placed on the market in wash-off cosmetic products in a concentration equal to
or greater than 0,1 % by weight of either substance, after 31 January 2020.
2. For the purposes of this entry, “wash-off cosmetic products” means cosmetic products as
defined in Article 2(1)(a) of Regulation (EC) No 1223/2009 that, under normal conditions of
use, are washed off with water after application

I have two questions then:
1) How does ECHA and Cosing correlate? I truly believed they had a more dependant relationship
2) Even though Cosing uses the terms rinse-off and leave-on to make a difference between products that can be rinsed vs products that remain on hair/skin, ECHA uses the term wash-off, which I’m not sure is related only to cleansing products or it also involves conditioners.
