i think the function of glycerin in your formula just for humectant, usually people use 3.0%. the percentage of TEA is more important and it’s depend of carbopol content. so, you must determine how thicken your sanitizer. i prefer use carbopol in 0.3-0.6% and find the best percentage of TEA. -

If using standard TEA 85%, then use 1.4 : 1.0 carbomer, but since you asked what I really think then save yourself a lot of money and time by DELETING the TEA and Carbopol 940 altogether and switch to Rapidgel EZ1 from 3V Sigma.
