Cetrimonium Chloride leave on conditioner: 0.25% active surfactant or?
Upper limit of Cetrimonium Chloride is 0.25%.
Cetrimonium Chloride is a liquid with 0.29% active surfactant.
So Is is the upper limit 0.25% active surfactant or this liquid which equals 0.0725% active surfactant?

It should be 0.25% active surfactant.

Common cetrimonium chloride 30% active ingredient, so if limit 0.25% max cetrimonium chloride (30%) you add only 0.83%

@Abdullah Just out of curiosity, where did you get the max level of 0.25% for CTC? Here’s the current european regulation (https://ec.europa.eu/growth/tools-databases/cosing/index.cfm?fuseaction=search.details_v2&id=92330):
I remember there are some studies that the safest level to avoid irritation from CTC in leave-on products for hair was below 1%, but this is the actual regulation, at least in Europe.
