You’ll have to better define what you mean by “safer”.
How would you measure one thing is safer than another? -
That depends…what’s the product type, pH, and how much water do you have in it?
Phenoxyethanol is probably your best best though. -
Think phenoxy is not needed with DMDM Hydantoin and Parabens - the classic combination is a formaldehyde releaser and parabens but add EDTA.,
