    I have to write an IL for a formula.  From my understanding, every raw material used - even in the blends - must be listed in the IL.  Is there a threshold to where a raw material doesn’t have to be listed because it is in such small abundance?  Any rules of thumb I should know????

    For some countries, incidental ingredients don’t need to be listed. For example, the US. You can check the local regulatory guidelines for confirmation. If not you can just write everything.

    You have to understand the point of ingredient list regulations.

    It is NOT for marketing
    It is NOT for helping your competitors copy your formula

    It IS for alerting consumers of potential allergens they might be exposed to

    So, with that in mind comes the simple heuristic.

    If you purposely add an ingredient (or blend), you have to list that ingredient (and all the component ingredients).
