    Please how can I dissolve salicylic acid without using alcohol?

    use sodium salt

    @Oladoo

    Dissolve the SA in 25-30% solvents ( some combination of Methylpropanediol, Pentylene Glycol, Propanediol, Butylene Glycol, or Methyl Gluceth-20 ) heated to 70C or so.  Prepare a heated water phase comprised of water + 1% Sodium Citrate.  You can also add-in 2.5:1 Cocamidopropyl Dimethylamine:SA to the water phase.

    Add the Glycol/SA solution to the water phase solution and allow to cool to RT.

    Finally, adjust the final pH of your concoction to 3.5 - 4.0

    I use combination of propylene glycol and ethoxydiglycol at around 30% combined. The latter has less sticky feel. And Polysorbate 20 as a surfactant. 

    May I please ask the function of sodium salt?

    @ngarayeva001 they convert salicylic acid to sodium salicylate

    How much Polysorbate 20 do I need to add? Though I have Polysorbate 80 @ngarayeva001
