  Liquid soap

   Dear all,
  I find it difficult to dissolve the essential oil in liquid soap (vegetable oil saponified with potash).  The dosage of the essential oil is of the order of 0.3% and the dry matter content of the soap is 21% + / _ 1% I am looking for a solution without adding a solubilizer because the product will be certified natural  cosmos
  I need your help and technical advice
