benzoyl peroxide is usually - OTC, please check with your FDA if it’s allowed in cosmetics or not.

as Pattsi said, if you are in USA, anti-acne products are considered drug. Not cosmetic.
Australia - Cosmetic
Canada - Drug
China - Regular cosmetic
EU/South Africa/ASEAN/NZ - Cosmetic
Japan - Quasi drug
South Korea - Cosmetic.So depending where you are in the world, please check everything out.

There are many other anti-acne agents that you can use that are also natural.You probably need the help of a formulator and make sure of your regulations.

“Natural” ingredients or Botanicals aren’t allowed under the US OTC Monographs. Here is a summary of permitted ingredients, although I believe adapalene was added but is controlled by patent.

Clients will propose a botanical (White Willow Bark for example) and then make all sorts of acne claims. It simply can’t be done in the United States. Some lines will try marketing strategies that “imply” the benefit (“we never said acne…), but it is naive to believe that the FDA will miss the inference as well.
