  Which ingredients is best for softness in shampoo

  Hi all
  I need guide line . 
  Which material from blow list is best to use for softness and easy combing for female hair in low price hair shampoo.

  1. PG
  2. PG 400
  3. Poly quad 7
  4. Glycerine 
  5. Or any other .(should be cheaper material)

  Waiting for suggestion.
