  • To declare or not? question on ingredient list

Hi, i purchased a small amount of Ceramide Complex and made a Ceramide moisturizer for a friend using only 0.01% ceramide complex.

The INCI for ceramide complex is:
INCI: Ceramide NP (and) Ceramide AP (and) Ceramide EOP (and) Phytosphingosine (and) Cholesterol (and) Sodium Lauroyl Lactylate (and) Carbomer (and) Xanthan Gum

Should I declare the full ingredient list including stuff like Sodium Lauroyl Lactylate (and) Carbomer (and) Xanthan Gum even though this product only use 0.01% of ceramide complex?

Thank you in advance for any answers.

If your officially selling, then yes. If it’s a gift for a friend, then you’re not bound to regulations (you’re only guide for right or wrong is your conscience).
