IPA and Carbopol based hand sanitizer

I want to formulate hand sanitizer with isopropyl alcohol and Carbopol 940. Pls suggest if these two are compatible with each other when triethanolamine is used as neutralizer.

How about not even trying? Or if you really must, follow what WHO is suggesting.
