    Water-42
    Chamomile Hydrosol-10
    Aloe Vera Juice-10
    Glycerin-5
    Xanthan Gum-.3
    sodium Lactate-2
    D Panthenol-1
    Disodium EDTA-.2

    Stage B

    Coco Glucoside
    Decyl Glucoside
    Coco Glucoside/Glyceral Oleate-1

    Stage C

    Cetereal Alcohol-3
    Refine Shea Butter-3
    Rosehip Oil-3
    Butylene Glycol-2
    Glyceryl Stearate-7
    Stage D
    Sodium Benzonate/Potassium-.5
    Euxyl PE 9010-1
    Fragrance-1

    I’m new to formulating and need some help. I created this formula which looks great and creamy but there’s is no foaming/cleaning actiong AT ALL after I add the surfactant phase. I’m currently adding the surfactants after the heated water and oil phase are combined. Should also be heating and holding the surfactants in the water or oil phase? Should I increase my surfactant stage or use different surfactants all together? Any help would be greatly appreciated seems like I can’t figure this out.

    Your stage B is missing some percents. From everything else you have here your glucosides would only be about 9% of the formula? That’s not nearly enough. 
    You should also drop the shea and rosehip (leave them at 0.001% if you just want it on the label) they are interfering with the surfactants ability to actually clean.

    I can reduce all oils to .3 combined

    Any suggestions in what phase I should add surfactants?

    When you list the surfactants is that the active matter  content? Ex. when we purchase decyl glucoside it comes as a ~50% solution in water. So if I add 10% of that I’ve really only got about 5% of actual surfactant. You probably want your active surfactant  to total at least 15%.
    I’m not an expert, but I would  add the surfactants as you are now, after you’ve mixed oil and water, otherwise you will just create a bunch of foam.

    Great! Thank you soo much for your help. I will make those adjustments and let you know how it goes.
