  o/w liquid foundation

  hi,
  i’m a chemist from egypt and i’m trying to formulate a o/w liquid foundation. i have very limited resources here in egypt and almost all cosmetics websites dont deliver to egypt.
  i have the powdered iron oxides and tio2 and i will mill them manually with muller, my question is what dispersing agent i would use to add the pigment to the water phase? and if i used oil to mill the pigments can i add them to the oil phase and continue with the emulsion?
