Lots of different substances in fragrance, so maybe some of those aren’t oil soluble.
You may need a water in oil emulsifier.

Fragrance is composed with so many ingredients with very different chemical structures. You definitely need some surfactant and some type of solubilizer to emulsifier your mixture. Polysorbate 20 or 80 works relatively well with fragrances. The amounts you have to try and see what is best for your product.

Try Polysorbate 60 or one of the other two as ericka stated.
