    I would like to know if anyone has ever made a formulation whose viscosity of the finished product is like water but increases to about 200 cps when diluted to 4% The only way I see is to use an amine oxide (like ammonyx MO from Stepan) with a sodium lauryl sulfate (Stepanol WA EXTRA from Stepan) and add NaCl.  It is a good starting point ?

    Yes, a concentrated/saturated formula could do that. Since you don’t even say what kind of product is hard to say, but don’t expect a good performance with 1:25 dilution using shampoo ingredients.
