Why the producers of a raw material do not have any responsibility on its safety? They also claim that their product can be used in cosmetics safely and it has some useful properties for a healthy skin.

I think it is up to the final producer of the product to prove their products are safe.
On the other hand, maybe the stores that sell the products should be responsible for product safety too.
