    Another mystery for me - I would like to buy shampoo in bulk form China. The seller offers me 4 types of shampoo, for 4 types of hair. Actually all the ingredients lists (including percentages) are the same. Then the seller refers, that it’s their right not to publish all the ingredients in their shampoo. Sounds like a total apple sauce? :) How it’s possible? Would you believe her?

    [11:39:18] Merit: okey, i don’t understand - the shampoo for colour protect, hydra volume and repair lasting have all identic ingredients list, as well as percentages - for example they all have argania oil for 0,5%, macadamia for 0,4%, dimethicone for 0,4%, poly-10 for 0,3% etc
    [11:40:34] Merit: different is only shampoo for anti-dandruff - it has zinc pyrithione and peppermint oil in it

    no, that’s complete and utter rubbish

    from Article 19 of the Cosmetic Product Regulations, emphasis mine:
    “[Cosmetics] shall be made available on the market only where the container and packaging (…) bear the following information in indelible, easily legible and visible lettering:
    (…) (g) a list of ingredients.  (…) For the purpose of this Article, an ingredient means any substance or mixture intentionally used in the cosmetic product during the process of manufacturing.  The following shall not, however, be regarded as ingredients:

    (i) impurities in the raw materials used;

    (ii) subsidiary technical materials used in the mixture but not present in the final product.”

    there are no other exceptions, and no derogations for trade secrets - your supplier is either mistaken or lying

    It is certainly possible to have 4 shampoos marketed to 4 different hair types using all the same ingredients.

    “Marketed” being the key word here. You can use the same shampoo formula for 4 different hair types - just be careful to mix up the below 1% ingredients so that it looks like a different formula.

    The manufacturer in China, though, is lying to you. I would stay away, personally.

    I agree with @Bobzchemist, in fact it is common here in our region that if it is a water based product then don’t ever make a mistake of buying it from there. Forget the ingredient list, the first issue you would face is improper preservation and inconsistent batches.
