    I’m in e commerce. I have a market for a body and bath products that are bottled as elegant gift lines rather than the usual PET bottles. 

    Option One: buy the product in bulk, 1 gallon or five gallon pails, and have someone bottle and dress it to my specifications, 
    Two: or perhaps I can find someone who makes soaps and lotions etc, who will take the time to make and bottle, apply ribbons and labels etc.that are the signature of this range. 
    I’m at my wits end! The product is selling in the US but I’m in Australia, hence the difficulty. Thank you in advance for any helpful suggestions.

    You might trying asking @chemicalmatt.  I believe this might be something his company does.

    The option two you are describing is referred to as “private label” here in the US. You might try a google search for that. 

    Option one is closer to a contract filler. 
    The thing that’s causing me concern in your request is the low volume of bulk product that you are talking about buying. 1 gallon or 5 gallon pails? Unless you are considering buying a great many of them, your quantities may very well be below what most companies will consider working with.
    How many pieces are you planning on filling/packaging?

    Perry, chemicalmatt? Sorry, not familiar with this. 

    Sorry Bobchemist. I should have said 1 gallon and five gallon multiples. Both suggestions are correct to a degree. The issue is the hand finishing of the bottles, not usually done by either of you suggestions.
    You are right in that I am looking for someone who has that capabilities of producing small runs and hand finishing them, or someone with no knowledge who can take a product I supply and bottle and hand finish the bottles.

    Chemicalmatt is one of the people on this forum.  He works for a contract filler/manufacturer and might be able to help with your project.

    One the one hand, most contract manufacturers/fillers will do just about anything - for the right amount of money. The question will be if you can afford the prices they’ll charge.

    On the other hand, it occurs to me that you might be better off financially if you broke down the manufacturing/filling/packaging process into discreet steps, done by different companies.
    Step 1 - make product, fill into bulk containers.
    Step 2 - fill product into undecorated stock packaging
    Step 3 - Label, decorate and finish packaging by hand
    Steps 1 and 2 could be done by most private label folks.
    Step 3 might best be done by one of the handicapped packaging companies that are scattered about the country - I’d guess that you’d get a reasonable cost from them.

    Bobchemist, yes step 1,2 & 3 would be logical. Except for the fact that some of the bottles have inclusions. Hard to add those when a bottle is full, and difficult to ask a filling line to put less in the bottle.

    The logistics of shipping bottles to one of the groups you mentioned, having the inclusions placed in the bottles, shipped to the manufacturer for filling and labeling and finishing then shipping to the store, was a logistical nightmare. Moving to the US was just about the only option.

    I was looking for someone who already made soap or something similar, understood the hygiene requirements and had an artistic flair. However I have now organised to gave bulk product shipped to a small filling station, they have hand finishers.
