The Benzyl Alcohol and Dehydroacetic acid preservative does discolour over time to give a yellow colour. Also definitely keep your pH below 6 for this preservative.
need to change the preservative system and do the challenge test again -

I made the same formulation as you but with a different ingredient and my formulation came fine.After completion of the batch, you need to use citric acid and reduce pH up to 6.0.

If Big company product development cycle time is approx 2 years.
In contract manufacturer - there is no product development only you have to change the active and cater to the client. -

You have to neutralize Guar with Citric acid and then it will stable and give better efficacy. -
You can use Phenoxyethnaol and Ethylhexylglycerin

Currently water soluble form of Vitamin E available, fresh formulator have to use that one only.

Formulation wise you need to multiply by 20 but for process wise you need to monitor that how much time is require for heating and cooling , at how much RPM you need to emulsify your product, etc…, based on your experiance you need to modify your process.

you need to use perfume with standard suppliers like IBERCHEM, ROBERTET, ETC.., You should also ask perfume supplier for the IFRA & Allergen Certifiacate and in IFRA you are able to see the dossage of your perfume in your product.
