My suggestion would be to work with the contract manufacturer (CM) for product development, packaging materials and labeling. The CMs usually have strong network of suppliers and can get you everything at a reasonable cost. First step would be to contact manufacturer, discuss your requirements and ask for a quote.

I would recommend a simple cream/lotion formula with humectants (hyaluronic acid, ceramide, squalene, glycerin) combined with vitamin C & E in a lecithin based emulsion.

what level of sodium sulphite and BHT do you recommend?

Yes i used opaque airliess pumps (1-2 oz) bottles.

Thanks. I used tetrahexyldecyl ascorbate (VitC), and tocopherol. For packaging i used amber colored bottle for all.
