We have used Alconox powdered cleaner with a mildly wet abrasive sponge in the past and it seemed to do the trick pretty well.

Yes, 40% propanediol.  I have the formula from the client.  Once you start rubbing the gel into your skin it feels like it turns into a liquid like propanediol.
