  UK regulations… Do you need a chief chemist?

  Is it required to have a chief chemist who has studied a chemistry related subject to sign off paperwork?

  Near as I can tell, that is not a requirement in the regulations.

  no, but you do need a toxicologist to sign off the safety assessment - many independent consultants and consultant companies offer this service
