  Toner gone wrong?

  I recently made a toner which is meant to hydrate yet slightly exfoliate the skin. 

  I infused green tea into water 

  Water - 90%

  Glycolic acid - 1%

  Lactic acid - 2%
  Pine bark Extract - 1%

  Germall plus - 1%

  Hyaluronic acid powder - 2%

  Ferulic acid dissolves in propylene glycol -3%

  The end result was a cloudy brown (the colour of pine bark extract)  then gradually changed to tea colour and someone who used it said it itches alot. Where did I go wrong?
