  stick deodorant

  i try to make stick deodorant with the ingrients bolow

  Propanediol 57%
  Water-20%
  Glycerin-15%
  Sodium Stearate-5%
  troclosan
  Fragrance-1%

  I heat water/glycerin,dissolve sodium stearate and then add propanediol. It cools but not become a solid.

  why?!
