    Phenethyl Alcohol is the preservative.

The only thing is that PEA smells of roses.

Schuelke & Mayr have a couple of products … Sensiva PA 30 and Sensiva PA 40 that use Phenylpropanol instead of Phenethyl Alcohol to cut down on the rose scent if you find it objectionable.

Is sensiva PA 40 acting as a preservative or as a preservative booster?

The glyceryl caprylate serves as a preservative booster as well. While I am unsure if they have done it purposefully with Aw measurements, I would wager that the free water is very low. At a glimpse, it looks anhydrous, but I would guess that you could have some water in the surfactants.

It looks like Lexgard GCP from Inolex ( Inci: Phenethyl Alcohol (and) Glyceryl Caprylate)
