Polyquaternium-51 in Lip Active Solution

Good morning folks,

I recently came across a new lip active solution to help with hydration.

INCI: Polyquaternium-51 (and) Caprylic/Capric Triglyceride (and)
Ethylhexyl Palmitate (and) Caprylic/Capric Glycerides (and) Tocopheryl
Acetate

My question is has anyone worked with Polyquaternium-51 before and any feedback in using it around the lips.
