    Any ideas what kind of polymer or copolymer could it be?

    Are you talking about hair mascara? Because if yes then the same as in regular mascara

    Maybe something like that, but resistant to water. For rinsing could be used another solvent. How to modify mascara to make it insoluble in water?

    Look at how water resistant and waterproof mascaras are made: w/o with relatively high amounts of fiml formers such as PVP.

    Sodium lauryl sulfate, sodium laureth sulfate, etc.
