I have to make a “natural” make up foundation.  This will be a water in oil emulsion with about 12% pigment load.  My benchmark is full of oils and such with no real emulsifier to keep it from separating.  I don’t want any floating oil on top or separation.  Any suggestions for an emulsifier that will not thicken it too much and have it still be natural?

Well, what is your benchmark? There are plenty of “natural” low HLB emulsifiers so it all depends on what else is in your formula.
