  Mineral Sunblock Issue

  Hello Group,

  I have made an anhydrous sunblock with 30% combo of ZnO and TiO (non-nano USP ~100%)  24%ZnO 6%TiO.

  However when testing is conducted I am getting ~SPF15.  I am pretty confused why I would get so low with such high amount of active.
