You can get pre-dispersed iron oxides, for example, in castor oil. If you’re looking for small amounts, TKB Trading sells some. This won’t work for your water based formula though.

I guess if your silicone based formula is w/o then you would have to use coated pigments, doubt if normal castor oil pigments would work.

As I’ve said before on here, a hand muller can be used if you can’t afford a three-roll mill. Sometimes a kitchen blender will also work.
