    When calculating HLB for an non-ionic O/W emulsion, should propylene glycol be factored as an emulsifier in the HLB calculation? 

    If so, is the HLB value 2.5? 

    I’ve found several conflicting pieces online some showing it as an emulsifier, others just calling it a humectant.

    No, propylene glycol is not considered an emulsifier.  It’s a humectant and also used as a solvent.
