  Ingredients for enhanced absorption of lip balm actives?

  I’ve scoured the internet and this forum for any suggestions on oil-soluble penetration enhancers/transdermal agents. Would you anyone be able to direct me to information on either of these? 

  I’m interested in making a lip balm that can transport active ingredients through the skin, but would prefer to keep the formulation anhydrous. I’m not sure if this is possible.
