    I’m trying to make liquid pomade
    Formula:
    Water, coconut oil (VCO), polyquartenium 7, parfum
    I’m not asking the exact amount, but with the formula above what preservatives and emulsifiers work best for me, do I need to use alcohol too?

    Polysorbate 20 and solubilizer, which one is best for my formula?

    Do you mean hair oil? Since pomade need in semi solid state

    If yes hair oil, you dont need to add water, just mix all oil based ingredient 
    If you said for pomade, you will need alot wax subtance, solubilizer, and emulsifier, 

    Please define you product first and see their formulation for similiar product.

    the purpose of my formula above is to use in the spray not for the can, so maybe I need more water in the formula
