If you post the ingredient list someone may be able to help better.
My guess is that the product is actually an emulsion, and hyaluronic acid is in the water phase in the smallest possible amount for claims. But can’t tell without an ingredient list. Maybe someone else has a better guess.

I use it in lotion. Takes a better than average emulsifier (165). I make a 1% solution, and add it as 9% of the product. As the above post suggests…I would guess, an emulsion. (I am a novice.)

There’s at least one grade of “oil-soluble” HA on the market (INCI: PEG-8 Caprylic/Capric Glycerides (and) Water (and) Octyldodeceth-25 (and) Sodium Hyaluronate), but it’s horrendously expensive

Which is an emulsion so, in theory, if you find a proper emulsifier you can add a little bit. Depends on the formula.

There’s also another oil dispersed version, Hyacolor, which lotioncrafter carries as Oleo-HA.
INCI: Sodium Hyaluronate (and) Ricinus Communis (Castor) Seed Oil (and) Hydrogenated Castor Oil
