Premix of a pre emulsion - help

I was wondering if someone could give me some advice.
My company manufactures tissue oils- and recently there has been a change to the formulation where they are adding a new ingredient, a vitamin complex.
They have done small batches in the lab and everything worked great.
However, when scaled up the tissue oil turned cloudy.
Turns out, the vitamin complex is water soluble and therefore is causing the cloudiness in the tissue oil.
The vitamin complex itself is made up of 40% water.
I was not the chemist who first formulated with this tissue oil I have just recently joined so now it is on me to fix the problem. Initially adding sorbitan sesquioleate as an emulsifier solved the issue.
However, we are looking at a way to simplify it by creating a pre-emulsion mix with the vitamin complex and sorbitan sesquioleate as it would use less sorbitan than just adding the sorbitan into the big batch.
I have read up online somewhere and suggested 20-30% of sorbitan added per gram of the vitamin complex. Does anyone have any experience in creating a pre-emulsion premix or any idea how much sorbitan should I add to the premix with the vitamin complex? The Vitamin complex in added in at 0,05% into the total formulation.
Also there is no other form of emulsifier in the formulation.
Any suggestions or advice please!
