Can hydrophilic-treated color pigments be compatible in an oil-in-water zinc oxide dispersion SPF formula?
I’ve tried both hydrophobic and hydrophilic color pigments in an oil-in-water mineral SPF formula and have experienced striation, swirling, or zinc migration, especially under low viscosity conditions with hydrophilic pigments. Hydrophobic pigments were less unstable than hydrophilic ones; however, they were still sensitive to some actives. Are hydrophilic color pigments unstable in an oil-in-water system that contains a high level of zinc oxide dispersion theoretically? Is there an emulsion system that can stabilize them? Additionally, I am unable to use any ethoxylated emulsifiers.????

You need to do some things:
What are you using to suspend pigments/ZnO?
Consider premixing the hydrophilic surface treated pigments into a humectant and adding it to the already mixed water/preservative/thickener.
For the ZnO dispersion, mix it along with any other emollient you already have, after you realize ZnO dispersion is looking good and there’s nothing in the bottom, start adding any wax/emulsifier to it.
In terms of emulsifiers, try to see if Gattefosse/Koster Keunen/Brenntag has any good emulsifiers you can use.
