are you saying it doesn’t foam at all?
As far as sticks to surface I wouldn’t expect it to, it’s a shampoo and is meant to wash off easily. Is it too runny?Unless you are using this same day you need a preservative by the way

It does gives foam but not a snowy foam. And which preservative shall I use. Was Totally unaware about this. Do help asap

You can induce some sls powder in it and Dmdm hydantion will work for preservation but your formula is totally looks some kind of joke .

You can find formulas via google, really you could start again. Keep the ingredients you have but you may want to buy a few more surfactants to start off with and to experiment with. Then you will get to know what they are and what they can do. Just use small amounts each time and make sure you write it all down. If you want to keep your formulas for over a week or two you may want to buy a preservative and maybe an anti-oxidant.Perry has a course that tells you all about this area of surfactants…and is right here on chemists corner check it out man!!

Increase SLES to 50%. Betaine to 5 % and remove NACL. Add preservative methylisothiasonine(MIT and MCIT)
