  Skin Feel Difference between W/O and O/W Emulsions with Identical Water to Oil Ratios?

  What would be the likely difference in skin feel that you would perceive when applying a W/O cream versus applying an O/W cream, both of which have the exact same oil to water ratio (lets say both creams had a 20:80 oil to water ratio)?

  W/O usually feels greasier.
