    Well, it seems from looking through numerous product ingredients lists, that I should list the fragrance ingredients by percentage in with the other ingredients!  I just have to break down the blends I have created into a percentage chart for each fragrance formula to determine the actual amounts in the formula then add it to the ingredients list mixed in with the other ingredients which are by percentage down to the required 1%.  This is pretty much what I have been doing all along…

    By the way, I write my own fragrance formulas made with basic scents in fragrance oils and specific essential oils.  I currently have 6,654 formulas I have written to choose from when I am creating a new product or scent…

    When it’s less than 1% you can put them in any order.

    Yes, what @DAS said. You do not have to list fragrance ingredients in any order if they are less than 1% of the concentration of the whole formula.
