I am trying to dup a "hair reconstruction spray" by Colordesign and am finding that one of the ingredients is forming a ball in an otherwise liquid formulation.  I know which it ingredient it is and why this possibly may be happening but it doesn't seem to make sense.  Here are my ingredients: prop glycolcetyl dimethiconealcoholwatercet chloridepolyquat 7PEG8panthenolmaltodextrinkeratinpreservbamboo extrcoconut ess oilrice curllacto ceramides The problem starts when I combine the propylene glycol and alcohol and then I add the cetrimonium chloride which I know is a quat.  I then add the polyquat 7 and that's when I get what looks like a rubber ball.  My issue is that these are being mixed into alcohol and prop glycol.  Are they not compatible with alcohol and prop glycol?
