Add more SLES and it should thicken more. This should be stable but I don't know what else you have in it?

Generally it's mixed with a solubilizer then dumped in before salt addition (if needed) or it's added at the end at room temperature. What specifically is the LOI?
just stir heat the batch up to 70C.... without neutralizing. add your cbd.... cut the heat and stir in the TEA... should go in just fine. done this many times
Looks like your Xanthan isn't fully hydrated yet. You might want to try premixing it in glycerin before adding, or adding in the beginning and allow it to fully hydrate.
